If it is weak or not working at all, the engine probably will run relatively well under no load, but, as you indicated, needs to be eased into a heavier load condition gradually or it will bog down or stall altogether.
It may run good without load, but when under load is when you notice power loss. I can't really see anything else that could have gone that wrong with doing a head. Valce clearance is about all you need to re-set. Did the dealer put big enough hoses and fittings on it.
