Sounds like it could be the relay on the back side of the cab in the engine compartment. For the heck of it, have someone sit in the seat and turn the key on, while you hold a voltmeter on the relay. When my relay went bad, I burned up the glow plugs, because it was sticking and too much voltage for too long a period of time kills glow plugs.
Glow plugs can easily be tested with a jumper wire from the battery. Just unhook each one and touch the unconnected plug terminal on the glow plug with the live jumper wire. If you can get a spark it's good.
